Decarbonization and Affordability: A Comparative Perspective
This project will comparatively analyze the law and politics of decarbonization and affordability across jurisdictions confronting mounting crises that pit these important goals against each other. The analysis will focus on two U.S. states leading domestic decarbonization efforts—Massachusetts and New York—as well as the United Kingdom. Through statutory and case law research, review of relevant rate case proceedings, and interviews with sectoral experts, the project will illuminate key intersections between affordability and decarbonization and highlight emerging legal tools and policy strategies to manage these intertwined challenges.
