Listening, Learning, Leading: A Framework for Regulatory Excellence

The Kleinman Center has collaborated with Professor Cary Coglianese, Director of the Penn Program on Regulation at Penn Law, to explore the core attributes of regulatory excellence so as to develop  a forward-looking, generalizable framework. This project was funded by the Alberta Energy Regulator (AER), and drew from both public consultation and an international team of experts in the field.

Edward B. Shils Professor of Law

Cary Coglianese is the Edward B. Shils Professor of Law and Professor of Political Science at the Carey School of Law. He also is the director of the Penn Program on Regulation.
