Three Leaders in Energy & Environment Join Kleinman Center Advisory Board
Philadelphia, PA—The Kleinman Center for Energy Policy at the University of Pennsylvania welcomes three distinguished new members to its advisory board this fall.
“The Center has been privileged since our inception to benefit from a set of wise and generous advisers. We are delighted to add three more to the fold who certainly continue that wonderful trend,” said Mark Alan Hughes, the center’s faculty director.
John Quigley, former secretary of both Pennsylvania’s Department of Environmental Protection and Department of Conservation and Natural Resources, will transition into an advisory board role at the Kleinman Center after serving as a senior fellow. During his senior fellow tenure, Quigley presented a policy lecture on “The Business Case for Sustainable Hydraulic Fracturing,” published a policy digest titled “Managing Induced Seismicity from Wastewater Injection Wells in Pennsylvania,” and presented at numerous events on and off campus. Quigley also wrote nearly two-dozen Kleinman Center blog posts on a variety of timely energy policy topics.
Lynn Scarlett brings a wealth of policy-making expertise from her current role at The Nature Conservancy, where she is co-chief external affairs officer, and her former roles at the U.S. Department of the Interior, where she served as acting secretary, deputy secretary, and chief operating officer. The Kleinman Center recently welcomed Scarlett in October for her first policy lecture, “From Polar Bears to the Everglades: Linking Science and Decision Making.” At this event, Scarlett presented the center’s annual Carnot Prize to Gina McCarthy, former administrator of the Environmental Protection Agency.
Emily Duncan is a director of federal relations at National Grid, an electric and natural gas transmission and distribution utility with customers in Massachusetts, New York, and Rhode Island. Previously, she was director of government affairs & counsel at the Solar Energy Industries Association, the national trade association for the solar industry. Before joining SEIA, Emily was an energy attorney at Winston & Strawn LLP in Washington, D.C., where she represented various utilities and development companies before the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission.
