Probing the Climate Consequences of Global Conflict and Fragmentation: Issues for Policy

This project proposal builds on a previous Kleinman Center award for a project entitled “Climate Change and Geopolitics.” Apart from a Kleinman Center Policy Digest, that project has produced an article conditionally accepted by Climatic Change and another under preparation for an International Organization. This previous project has highlighted the considerable consequences for the climate of geopolitical competition on one hand and economic fragmentation on the other. This project proposal addresses two critical, yet largely unexamined, such consequences for policy: the role of renewable energy and energy efficiency in enhancing energy security in conflict scenarios; and whether the growing popularity of Border Carbon Adjustments (BCAs) will increase the cost of the energy transition.

Scott Moore is a faculty fellow at the Kleinman Center for Energy Policy and the Director of China Programs and Strategic Initiatives. He is also a practice professor of political science.
