Wartime Speed During Peacetime? How New York State Built an Unprecedented Coalition for Breakneck Renewables Deployment

This project will analyze how the New York State Act to expedite renewables construction came about, how implementation fared in the first 8-12 months of its operation (up to Spring 2021) and how issues around transmission approval are deeply connected to racial inequalities, and ways to reducing those inequalities. This project will be made through analysis of relevant media stories, policy reports, and 40-50 interviews with key policy actors
