Former Senior Advisor to Secretary of Energy Moniz Joins Penn’s Kleinman Center as Senior Fellow
PHIILADELPHIA, PA—The Kleinman Center for Energy Policy at the University of Pennsylvania’s School of Design is delighted to welcome William Hederman as a Senior Fellow for the 2016-2017 academic year. Hederman most recently served as senior advisor to Secretary of Energy Ernest Moniz and taught a highly rated course on energy policy last spring at the Kleinman Center.
In his position at the U.S. Department of Energy (USDOE), Hederman served as the senior policy analyst on USDOE missions to Ukraine, the Baltics, and Germany. He also was the chief architect for the analytic framework developed for DOE’s groundbreaking Quadrennial Energy Review, a new strategic report from the White House proposed by Secretary Moniz.
“Hederman is a global thought leader in energy policy and renowned public policy analyst with decades of leadership experience in the private and public sectors,” said Dr. Mark Alan Hughes, professor of practice at PennDesign and founding director of the Kleinman Center.
Hederman is credited with a long list of contributions to the world of energy policy. During the Enron and California crises, Federal Energy Regulatory Commission (FERC) Chairman Patrick Wood asked Hederman to join the agency and form the Office of Market Oversight and Investigations, which has been credited with playing a major role in the restoration of confidence in electricity and natural gas regulatory oversight. Hederman earned the agency’s highest honor, Exemplar of Public Service. This month, General Dynamics announced that Hederman has been named Managing Director at General Dynamics IT division, where he will lead energy cybersecurity initiatives.

Last year at the Kleinman Center, Hederman taught the Topics in Energy Policy course that explored the interaction of technology and policy innovation for energy systems. This fall, Hederman will take the reins of the Kleinman Center’s Introduction to Energy Policy course, which draws students from across the University.
“I am honored to join the team at the Kleinman Center and Penn. The potential for impact on energy policy outcomes given Penn’s extraordinary student and faculty resources is virtually limitless,” said Hederman.
Hederman holds engineering degrees from the Massachusetts Institute of Technology and the University of Notre Dame and a professional degree (M.P.P.) from the University of California at Berkeley.
