Anna Mikulska

Senior Fellow

Anna Mikulska, Ph.D., is a Kleinman Center Senior Fellow and a Fellow in Energy Studies at Rice University’s Baker Institute for Public Policy. In her capacity as a Baker Institute fellow, she co-leads the CES’ Program on Energy and Geopolitics in Eurasia. Her research focuses on markets and geopolitics of energy within the EU, former Soviet Bloc and Russia. Her current interests include 1) the use of natural gas as a geoeconomic tool; 2) investigating ways to leverage U.S. LNG exports to bolster European energy security; and 3) energy security and energy transition in the context of Russian invasion on Ukraine. Mikulska is also a fellow at the Foreign Policy Research Institute and teaches graduate-level seminars on energy policy and geopolitics of energy at the University of Pennsylvania. She sits on the editorial board of the Adam Mickiewicz University Law Review, in Poznan, Poland and on the scientific board of the Ignacy Lukasiewcz Institute for Energy Policy, in Rzeszow, Poland.

Mikulska’s work appeared in the Journal of World Affairs, Orbis, the European Journal of Political Research, Party Politics and the Journal of Elections, Public Opinion and Parties. She has also written for the Hill, Forbes, Axios, the Conversation, and the Wall Street Journal. Mikulska speaks Polish, English, German, Farsi and Russian. She received a law degree from Adam Mickiewicz University, a master’s degree in international relations from the University of Windsor in Canada, and a Ph.D. in political science from the University of Houston.
