Two New Board Members Add Policy and Finance Expertise
The Kleinman Center is pleased to welcome Allison Clements and Jonathan Silver to our advisory board.
The Kleinman Center for Energy Policy at the University of Pennsylvania is pleased to announce the appointment of two new advisory board members: Allison Clements, principal of 804 Advisory and former commissioner of the U.S. Federal Energy Regulatory Commission, and Jonathan Silver, chair of the Global Sustainability Platform at Apollo Global Management.
As the Kleinman Center moves into its second decade, we are expanding our board to deepen engagement across our core research areas: institutions and governance; policy design; carbon management; and new economic models for the energy transition.
Clements joins the board with years of experience serving at the intersection of grid policy, reliability, and the climate change challenge. A former FERC commissioner, she possesses a nuanced understanding of the impact of complex technical regulations on energy infrastructure development, transactions, and operations. Following her time at FERC, Clements founded 804 Advisory to harness this deep knowledge toward strategy and policy solutions for investors, energy developers, academics, and non-profits. She is also a partner with digital infrastructure advisory firm ASG, a senior advisor to Capstone, and recently co-chaired the energy transition effort for New Jersey Governor Mikie Sherill’s administration.
Silver is one of the nation’s leading clean economy investors and advisors, with decades of leadership experience in global climate finance and the clean economy. At Apollo, he helps guide the investment of up to $100 billion in sustainability-related transactions. He is the former head of the federal government’s $40 billion clean energy investment fund, the DOE Loan Programs Office and a former investment banker and venture capitalist. He is the former chief operating officer of hedge fund giant Tiger Management and began his career at McKinsey and Company. In addition, he served as senior policy advisor to the U.S. Secretaries of both Commerce and Interior and as a special advisor to the Secretary of the Treasury. Silver currently sits on the board of National Grid, one of the largest public utilities in the world, and chairs the boards of rapidly growing companies in the sustainable packaging and recycling sector.

“Their wealth of expertise in both private and public enterprises will create important connections for the center as we further our mission-oriented work,” said Sanya Carley, faculty director of the Kleinman Center and Penn’s climate vice provost.
Founded in 2015, the Kleinman Center’s advisory board was created to help connect the center’s research to real-world policy outcomes. Advisory board members serve three-year terms and meet twice annually on the University of Pennsylvania campus. In addition to advising on strategy and research priorities, board members act as ambassadors for the center and engage with faculty and students across the university.
